Market Tendering Exercise for the purchase, collection and recycling of MRF Recyclable Materials

For the period January 2020 to March 2024

Veolia ES Merseyside & Halton Ltd (Veolia) are seeking Expressions of Interest to take part in a market tendering exercise for the purchase, collection and subsequent recycling of a range of MRF recyclable materials.

This tender exercise is required as part of the Waste Management and Recycling Contract currently in place between Veolia and Merseyside Recycling and Waste Authority (MRWA).


The exercise seeks to establish prices for MRF recyclable materials for circa the next four years. (Please note the contract commencement date of January 2020 is provisional and may be subject to change by Veolia however the contract end date is fixed at 31st March 2024).


We operate two MRFs at Bidston and Gillmoss and process approximately 100,000 tpa of residential dry mixed recyclable waste from the contract with MRWA. Bidders can express an interest via the market tendering exercise for one or more of the following Lots.

Lot 1 - Fibre
News and pams (approx 11,500 tpa)
Mixed paper (approx 21,000 tpa)

Lot 2 - OCC
OCC (approx 3,500 tpa)

Lot 3 - Metals
Steel cans (approx 3,500 tpa)
Aluminium cans (approx 1,000 tpa)

Lot 4 - Plastic Bottles
Plastic bottles (approx 8,500 tpa)

Lot 5 - Glass
Glass (approx 32,000 tpa)

Companies expressing an interest will undergo an initial selection process (via PQQ) and those short-listed to receive an Invitation to Tender (ITT) will be invited to bid for any or all of the Lots for which they have been short-listed.

Following the issue of the ITT documents potential tenderers will be invited to a market open day event (at a date to be determined during the period allocated for completion of these documents) where we will explain the procurement process including MRF operations, output materials and pricing structure in order to allow tenderers to gain a better understanding of the requirements of the contract.

Veolia does not provide any guarantee of minimum or maximum tonnes of Recyclable Materials arising at the MRFs however successful tenderers will gain exclusivity of the Recyclable Materials awarded to them.
